House of citizenship
a proposal for the proper solution of conflicts and access to justice in Santa Catarina

This study aims to address the “House of Citizenship” project, created in the state of Santa Catarina to offer services to citizens such as issuing identity cards, services related to Electoral Justice, amicable collection of municipal taxes, services of community interest and mainly the self-composition of conflicts, through mediation and conciliation, based on a Project elaborated in 2000 called “House of Citizenship: Courts of Citizenship in All Municipalities”, in partnership between the Court of Justice and Municipalities. The research proposal is, more specifically, the approach to the concepts of access to justice and citizenship, with the goal of verifying if such a project would satisfactorily serve the citizen who seeks not only the resolution of his conflict, but also the answer to questions of the daily life. The genre of the methodology used is qualitative and the approach method is deductive, based on theoretical research, as it has bibliographic and documentary analysis, in which the bibliographic is made through the reading of literary works, laws and scientific articles, and the documentary through the House of Citizenship project, the relevant Resolutions and statistical data collected from the Court of Justice website. In this path, it can be concluded that the House of Citizenship is of fundamental importance for the citizens of Santa Catarina, because in addition to offering an appropriate method of conflict resolution, it promotes the development and guarantee of citizenship and the effectiveness of access to justice, stimulating awareness of people about their potential as citizens.
